The Council of Ministers extended the validity period of the state of emergency for public health until the end of November. In their arguments, the cabinet states that the coronavirus pandemic continues to remain a serious emergency situation in the field of public health at both national and global levels. According to the authorities' analysis, "the unfavorable development of the epidemic situation continues due to high mortality rates against the background of decreasing morbidity rates and maintaining the level of inpatient treatment for patients with moderate and severe clinical presentations."
According to Decision No. 673, Bulgaria remains closed to entry, and for arrivals from countries, exceptions will maintain anti-epidemic measures (quarantine or presentation of a negative laboratory PCR test result); requirements for maintaining physical distance, hand hygiene, disinfection, and wearing masks in enclosed public places also remain in force.

Minister of Health Kostadin Angelov issued 3 new decrees effective from October 1. Decree No. RD-01-547 / 30.09.2020 introduces the requirement to present a document showing a negative PCR test result for persons arriving in Bulgaria from Ukraine. Decree No. RD-01-549 / 30.09.2020 allows for the holding of sports competitions in indoor venues with spectators present, provided that a physical distance of 1.5 meters is maintained and the venue is filled to no more than 50% capacity. The general anti-epidemic measures specified in Decree No. RD-01-548 / 30.09.2020 remain unchanged.

Currently, the number of registered cases of coronavirus infection in Bulgaria is 20,547, with over 813 deaths. It should be noted that the first cases of coronavirus in Bulgaria were detected on March 8. A state of emergency was declared on March 13. After May 15, it was replaced by a "state of emergency epidemiological situation." According to the initial plan, it was supposed to end by the end of September, but, according to the recommendations of the health authorities, the duration is extended for another month.
The press service of the Bulgarian government states that the extension of the state of emergency and the implementation of anti-epidemic measures in the country are aimed at reducing the impact of COVID-19 on public health and the healthcare system. This is especially important for individuals at increased risk of severe infectious diseases - the elderly, people with chronic and oncological diseases, and those with weakened immune systems, in conditions of simultaneous spread of seasonal flu and COVID-19.
